EU Boundaries in the making: functionalist versus federalist

Current debates on the future of European Union tend to privilege statist perspectives according which geopolitical challenges and internal politicization either spur disintegration, or drive EU towards more federalist, centralized externally bounded features. Starting from EU’s multilevel polycentric architecture, this article investigates how far such federalist dynamics reach out task-specific, functionalist institutions, as regulatory agencies. Enjoying a certain degree autonomy central, politically encompassing agencies have established close ties with third country regulators tackle interdependence. Based comparative analysis six representing varying patterns international interdependence, sectoral authority, we show that pressure for cooperation indeed sustains fluid boundaries. However, central institutions Commission Parliament increasingly claimed control over agencies’ external ramifications. The result is enduring de-bordering, but federally controlled.
